The Opportunity

We are seeking a highly skilled and experienced Manager of Customer Rate Design to join our team at Nova Scotia Power. As the Manager of Customer Rate Design, you will play a crucial role in rate design, regulatory processes, and the development of new time-varying pricing rates and strategies. Your expertise in these areas will contribute to optimizing revenue, ensuring regulatory compliance, and supporting the overall growth and success of our organization.

Key elements of this role include:

Rate Design:

  • Lead the development and evaluation of rate structures for residential, commercial, and industrial customers including key stakeholder engagement.
  • Conduct comprehensive analyses of customer usage data and market trends to identify opportunities for rate improvements and efficiencies.
  • Collaborate with cross-functional teams to design innovative rate options that align with business objectives and customer needs.

Regulatory Processes:

  • Stay updated on relevant regulatory policies, guidelines, and industry standards.
  • In collaboration and partnership with the Regulatory team, prepare and submit rate filings, tariff revisions, and related documents to regulatory agencies.
  • Engage with regulatory stakeholders to address inquiries, requests for information, and compliance matters.
  • Provide expert guidance and recommendations on regulatory strategy, compliance, and potential risks.

Time-Varying Pricing Rates:

  • Develop and implement time-varying pricing programs that encourage customer engagement and promote efficient energy consumption.
  • Conduct detailed analysis of load patterns, peak demand, and system constraints to optimize pricing structures.
  • Collaborate with cross-functional teams to design customer education and communication strategies for new time-varying rates.
  • Monitor and evaluate the effectiveness of time-varying pricing programs, making data-driven recommendations for improvement.

Stakeholder Engagement:

  • Build and maintain relationships with internal stakeholders, such as finance, legal, operations, and customer service teams.
  • Engage with external stakeholders, including regulatory agencies, industry associations, and customer advocacy groups.
  • Participate in industry forums, conferences, and working groups to stay informed about best practices and emerging trends.
  • Provide subject matter expertise and guidance to internal and external stakeholders on rate-related matters.

Data Analysis and Reporting:

  • Utilize advanced analytical tools and techniques to evaluate rate performance, revenue impacts, and customer behavior.
  • Prepare comprehensive reports, presentations, and recommendations for senior management and regulatory authorities.
  • Conduct ad-hoc analyses and respond to data requests from stakeholders within specified timelines.

To thrive in this role, you recognize yourself in most of the following competencies and skills listed below:

  • Bachelor’s degree in Economics, Business, Engineering, or a related field. A master’s degree is preferred.
  • Extensive experience (typically 8+ years) in rate design, regulatory processes, and time-varying pricing within the electric utility industry, or similar regulated environment.
  • Proven experience working in a rate-regulated utility environment, with a strong understanding of the unique challenges and dynamics of such organizations.
  • In-depth knowledge of cost-of-service methodologies and their application in rate design and regulatory proceedings.
  • Familiarity with rate case processes, including the preparation of testimony, supporting documentation, and data requests.
  • Experience in conducting cost-of-service studies and determining equitable allocation of costs among different customer classes.
  • Strong understanding of utility financials, including revenue requirements, cost recovery mechanisms, and rate of return calculations.
  • Proficiency in data analysis and statistical modeling using tools such as Excel, SQL, and Python/R.
  • Excellent written and verbal communication skills, with the ability to present complex information in a clear and concise manner.
  • Strong interpersonal skills to collaborate effectively with cross-functional teams and external stakeholders.
  • Detail-oriented approach with the ability to manage multiple projects and meet deadlines.
  • Demonstrated ability to adapt to changing regulatory environments and contribute to strategic decision-making.
